All shipments of customers orders are considered "Sale of Goods". This is set as the default option in your Carrier Settings.
Settings > Carriers, click on your chosen Carrier to open. Scroll down to the section shown.
This doesn't need to be changed, as all goods being shipped from a business to an individual must be declared as Sale of Goods.
